Dublin City Council Open Call for Local Live Performance Programming Scheme 4 (August – October 2022)

Minister Catherine Martin announced a fourth strand of the LLPPS to assist local authorities to further support artists, performers and crew, and to help underpin the recovery of the live performance sector through the provision of live performances to the end of October 2022.

Dublin City Council is seeking applications from all interested parties who wish to receive support for live performance events whether in indoor venues or Parks or in the Public Domain in the Dublin City Council Administrative Area (See map here) from August – October 2022 inclusive.

What is it for?
As well as the primary purpose of supporting artists and others who work in the live performance sector, the programme is a valuable opportunity for festivals, venues and event organisers to return to programming events, and for audiences to return to attending live performances in Dublin City.

Who can apply?
All genres of performance (music, theatre, dance, spectacle, circus, street arts etc) are encouraged to apply to this strand. Small scale solo performances and unplugged presentations through to large amplified concerts or local festivals will be considered. We welcome joint applications from producers and performing artists. Family or all-ages events are particularly welcome.

Applications from individuals will only be considered where the application is in partnership with a venue, festival or producing organisation, and the application is in the name of the venue/festival/producing organisation.

The proposal may be for multiple or single events. All events should be free/nominal/affordable charge, if supported by Dublin City Council.

Where an event is proposed for an ad-hoc venue or public space, successful applicants will have to provide an event management plan in advance of grant payment.

– Venue Costs (to include crew / overhead / payroll
– For the duration of production only)
– Health and Safety / Security
– Intellectual Property Costs
– Event Insurance
– Marketing & Promotion
– Hire and transport of musical instruments

Payment of Grants
– There is no minimum or maximum award; however, it is anticipated that awards will generally be between €2,000 and €10,000. Where an event is outdoor and/or has potential to attract a significant audience, grants of up to €75,000 may be considered

– Payment to successful applicants will be made by electronic fund transfer only. Recipients may draw down 70% of funding immediately following selection and confirmation of final programme details, budget and schedule and detailed Venue Agreement or Event Management Plan.

– The remaining 30% may be drawn down following the public presentation of the project, and submission of a short report along with documentation (photographs, video, press reviews etc.), and final accounts and artists employment details.

– Recipients of grant aid must acknowledge the support of the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and Dublin City Council.

A suitably qualified panel with participation by Dublin City Council and External Performing Arts Professionals will adjudicate the applications according to the following criteria:

– the quality and ambition of the activities

– the capacity of the applicants to manage those events

– the extent to which the events achieve the aims of supporting local professional artists

– the extent to which the events provide valuable opportunities for audiences to experience high quality live performance- overall mix of events

How do I apply?
The closing date for receipt of applications is 12 noon, Monday 11th July 2022.

Applications may be made online only through Dublin City Arts Office Submittable system.

Applications must include:

· Brief relevant biogs of the performing artists/ensembles /producers and any ancillary staff. (no more than 1 A4 page)

· Description of proposal in 500 (max 500 words).

· Proposed indoor venue or outdoor venue

· Feasible date range (must be between August – October)

· Detailed budget including the payments to Artists, Producer (where relevant) Promotion, and Production.

The deadline for application is Monday 11th July at 12 noon.

Applications can only be made online through Submittable (link provided).

Notification of Results
It is anticipated that applicants will be notified of results of assessment by Friday 15th July. All candidates successful or unsuccessful will be notified by email only. If unsuccessful no further feedback will be provided. This is due to the expected volume of applications and the necessarily quick turnaround of the scheme.

Where relevant to outdoor applications, Dublin City Council or its agents may require applicants to develop their proposals with advice from the Events Unit, Parks Department, Public Realm Office and/or local area offices. This process may involve verification of potential/proposed outdoor venues, and confirming production planning and H&S compliance. Selected applicants will be required to sign a letter of agreement outlining the terms and conditions of the award.
